Holistic Grid-Forming Control for HVDC-Connected Offshore Wind Power Plants to Provide Frequency Response

The IEEE PowerTech 2025 Conference in Kiel, Germany (June 29–July 3) brought together leading professionals from academia, industry, and policy to shape the future of sustainable energy through meaningful networking and discussion.
This year’s theme, “Powering the Energy System Transformation,” focused on addressing the challenges and opportunities of transitioning toward more sustainable and resilient energy systems.
During the conference, doctoral candidate Zhenghua Xu presented his work titled “Holistic Grid-Forming Control for HVDC-Connected Offshore Wind Power Plants to Provide Frequency Response.” His presentation explored innovative methods to enhance the frequency response of HVDC-connected offshore wind power plants.
Commenting on his research, Zhenghua Xu explained:
"In this work, we proposed building a "holistic highway" to accelerate the frequency response from offshore wind power plants -- by implementing grid-forming control on every AC/DC terminal and removing the need for communication! And we didn't stop there. To make this highway universally applicable and to explore its ultimate performance, we are developing an analytical tuning method that provides a generic and systematic blueprint."
